What are health disparities?
Health disparities
exist when disease and death affect some communities at a higher rate
than others. Many issues combine to create health disparities in
Maryland, including life style, health system performance, access to
quality care, and the ability to communicate with diverse populations.

What is the MOTA program?
The Minority Outreach
& Technical Assistance (MOTA) Program focuses on educating,
enlightening and empowering ethnic minorities to impact cancer and
tobacco health care decisions in their local jurisdictions. MOTA
funds community-based, grassroots, and faith-based organizations to
provide outreach services statewide for African Americans, Asian
Americans, Latino/Hispanic Americans, Native Americans and Women. MOTA
has been a component program of the Maryland Department of Health and
Mental Hygiene’s Cigarette Restitution Fund Program (CRFP) since July
2000. Visit the

What is the Maryland Plan to Eliminate
Minority Health Disparities?
The
Maryland Plan to Eliminate Minority Health Disparities was
developed from over 1000 comments and recommendations gathered from
stakeholders throughout the state on how health disparities are
impacting the lives of our citizens and what actions can be taken to
improve the health of Marylanders. The plan covers topics such as,
health professional education, health disparities data, resources for
reducing disparities and access to quality health care. Look for the
final draft of the
Maryland Plan to Eliminate Minority Health Disparities to be
released by January 2007.

How was the Maryland Department of Health
and Mental Hygiene, Office of Minority Health and Health Disparities
developed?
The Maryland 2004
Legislative Session enacted
House Bill 86 and
Senate Bill 177, officially establishing the Maryland’s Office of
Minority Health and Health Disparities (MHHD), in the Office of the
Secretary of the Department of Health and Mental Hygiene effective
October 1, 2004. During Maryland’s 2003 Legislative Session,
HB 883 paved the foundation for Maryland’s Health Care Disparities
Initiative that is interwoven within HB 86 and SB 177.
